These nine commitments are not intentions. They are instruments. They are not promises. They are levers. Each project is designed as a deliverable, datable, accountable undertaking — under the candidate's mandate, from 2027.
Three families of commitments, one single course.
The nine projects unfold across three inseparable families. Three projects build a Francophonie that unites — through intercultural dialogue, the valorisation of sister languages and a shared anthem. Three projects build a Francophonie that produces — through economic integration, the climate pact and shared medicine. Three projects found a Francophonie that protects — through the Francophone visa, inclusive digital transition and the Academy of Peace.

UniteFrancophone intercultural gatherings
Build a living dialogue of peoples, in person and online.
Cultures juxtaposed rather than in dialogue
La Francophonie brings together cultures that brush against each other more than they speak to one another. Young Francophones from Abidjan, Beirut, Phnom Penh or Trois-Rivières share a language, but few of their creations circulate beyond national borders. The cross-fertilization potential remains largely untapped.
Turn Francophone cultures into a circulation system
Create a permanent Francophone Intercultural Gatherings programme blending physical events and a digital platform. Francophone artists, intellectuals, entrepreneurs and social actors will find a space to meet, co-produce and share their work. Francophone diversity will become an active collective intelligence.
An annual summit of Francophone cultures, rotating between continents
A digital platform for distributing French-language works
A mobility fund for 1,000 young Francophone creators per year

Turn solidarity into industrial co-production.
An economically fragmented Francophonie
Francophone countries trade more with their former colonial partners than with each other. Value chains remain asymmetric, fragmented, and perpetuate a dependency that political sovereignty has not been enough to break. The common language has not yet become an economic lever.
A Francophone industrial co-production
Make the Francophone space a zone of concrete co-production, structured around shared North-South-East-West value chains. This integration is not a vague horizon: it leverages the candidate as former Secretary General of the Union of African Chambers of Commerce — a post that gave her operational mastery of continental standards, regulations and economic networks.

Turn linguistic diversity into collective intelligence.
National languages pushed to the margins
Lingala, Swahili, Wolof, Fula, Bambara, Khmer: the national languages of Francophone countries are too often treated as folkloric remnants, even though they carry millions of speakers and considerable intellectual heritages. This implicit hierarchy weakens La Francophonie by distancing it from its peoples.
Recognise and organise linguistic plurality
From the Lingalaphonie to the Swahiliphonie, from the Wolofphonie to the Khmerophonie, set up a Francophone framework for the systematic promotion of sister languages. La Francophonie will cease to be mono-linguistic to become a true community of languages — where French remains the language of mediation, but where national languages are recognised, funded and transmitted.

Francophone ecosystems on the front line
The Congo Basin, the tropical forests of Indochina, the Sahelian ecosystems, the Francophone polar territories: La Francophonie gathers some of the most strategic — and most threatened — ecosystems on the planet. Yet the Francophone climate voice remains fragmented and inaudible in international negotiations.
An exemplary Francophone Climate Pact
Build a common ecological governance for all Francophone countries, based on the protection of major forest and marine ecosystems, the sharing of transition technologies and the coordination of positions in COPs. La Francophonie will become a recognised ecological actor rather than a sum of isolated states.

Free the movement of talents, ideas and projects.
Francophones kept from meeting each other
Francophones in Africa, Asia, America and Europe share a language but are separated by often absurd administrative barriers. A Cameroonian academic can be turned away in Paris, a Senegalese entrepreneur blocked in Montréal, a Vietnamese student prevented in Brussels. Real, lived Francophonie is throttled by borders.
A Francophone Visa and shared justice
Create a Francophone Visa for students, researchers, artists and entrepreneurs of member states. In parallel, lay the foundations of a common Francophone legal space to better protect Francophone nationals abroad and ease mutual recognition of qualifications, diplomas and patents.

Unite modern science and ancestral knowledge in a sovereign health industry.
Millennia-old knowledge left unvalued
The traditional pharmacopoeias of Francophone Africa, Asia and the Caribbean hold a heritage of therapeutic knowledge that remains largely undocumented, unprotected and unvalued. Francophone populations also bear considerable pharmaceutical import costs, in an industrial dependency that weakens their health sovereignty.
An innovative Francophone health industry
Launch a Francophone research programme uniting modern science and ancestral medical knowledge, in a dynamic of pharmaceutical co-industrialisation. La Francophonie will become a global laboratory of integrative medicine and an actor in a shared health industry — to heal is also to reconcile memories.

Train Generation Z into the Peace Generation.
A Francophone youth facing fractures
Francophone youth face multiform fractures — intercommunity conflicts, political polarisation, online radicalisation. They are also the first to carry the aspiration for dialogue and concord. But they lack the tools, training and networks to turn that aspiration into active competence.
Train scientifically in peace building
Create a Francophone Academy of Peace dedicated to training engineers of dialogue, technicians of conflict resolution, experts in peace-making interculturality and architects of reconciliation. Generation Z will become the Peace Generation — through method, science and engagement.

Build an interconnected, secure and inclusive Francophone digital infrastructure. Guarantee every Francophone citizen fair access to knowledge, innovation and the opportunities of the digital world — regardless of geography, income or gender.

Give a common emotion to 88 nations.
A community without an audible symbol
La Francophonie has a flag, summits, institutions. But it has no anthem. No song that unites, in shared emotion, the peoples that compose it. Yet human communities are also forged by audible symbols — by what they sing together.
Give La Francophonie a unifying anthem
Create, through an open and participatory composition process, the Anthem of La Francophonie. A work that will bring together poets, composers and performers from the five Francophone continents. A song that can be heard in schools, at summits, on every International Francophonie Day — to give a sung memory to our fraternity.
